{"id":9,"date":"2014-11-24T16:31:39","date_gmt":"2014-11-24T16:31:39","guid":{"rendered":"http:\/\/bi.localhost\/?page_id=9"},"modified":"2016-01-15T16:51:40","modified_gmt":"2016-01-15T16:51:40","slug":"about-the-inquiry","status":"publish","type":"page","link":"https:\/\/inquiries.oireachtas.ie\/banking\/about-the-inquiry\/","title":{"rendered":"About the Inquiry"},"content":{"rendered":"<p>On 14 May 2014, a Joint Committee of Inquiry into the Banking Crisis,\u00a0chaired by Ciar\u00e1n Lynch, TD, was established by <a href=\"http:\/\/inquiries.oireachtas.ie\/banking\/wp-content\/uploads\/2014\/12\/Committee-Orders-of-Reference.pdf\">orders of both houses<\/a>\u00a0(D\u00e1il \u00c9ireann and Seanad \u00c9ireann). The committee was tasked with the development of a relevant proposal for an inquiry into certain aspects of the banking crisis. The purpose of the inquiry is\u00a0to seek to establish\u00a0the reasons Ireland experienced a systemic banking crisis (as required by its <a title=\"Terms of Reference\" href=\"http:\/\/inquiries.oireachtas.ie\/banking\/banking\/about-the-inquiry\/terms-of-reference\/\">Terms of Reference<\/a>).<\/p>\n<p>The Joint Committee met on seven occasions between 19 June and 24 September 2014 to draft the Relevant Proposal and was assisted in its work by a support group with relevant knowledge and expertise. The support group issued a <a href=\"http:\/\/inquiries.oireachtas.ie\/banking\/wp-content\/uploads\/2015\/01\/Progress-report-to-the-Joint-Committee-220714.pdf\">progress report<\/a> on 23 July 2014 and its draft <a href=\"http:\/\/inquiries.oireachtas.ie\/banking\/wp-content\/uploads\/2015\/01\/Final-report-to-the-Joint-Committee-170914.pdf\">final report<\/a> was presented on the 17 September 2014.<\/p>\n<p>On 26 September 2014, the Committee submitted its <a href=\"http:\/\/inquiries.oireachtas.ie\/banking\/wp-content\/uploads\/2014\/12\/BI-Relevant-Proposal.pdf\">Relevant Proposal<\/a> to the Committees on Procedure and Privileges of D\u00e1il \u00c9ireann and Seanad \u00c9ireann for the Conduct of an Inquiry in accordance with the Houses of the Oireachtas (Inquiries, Privileges and Procedures) Act 2013 into Certain Aspects of Ireland\u2019s Banking Crisis.<\/p>\n<p>On Wednesday, 26 November 2014 the Committee was formally empowered to conduct an inquiry under Part 2 of the\u00a0<a href=\"http:\/\/www.oireachtas.ie\/documents\/bills28\/acts\/2013\/a3313.pdf\" target=\"_blank\">Houses of the Oireachtas (Inquiries, Privileges and Procedures) Act 2013<\/a>.<\/p>\n<p>The Committee of\u00a0Inquiry into the Banking Crisis is the first inquiry to be carried out under this legislation.<\/p>\n<p>The Banking Inquiry website has been available\u00a0since 15 December 2014 with the intention of providing members of the public with access to\u00a0live public sessions,\u00a0hearing transcripts and evidence (where relevant). If a person was identifiable from evidence given, the Committee sent\u00a0a transcript of the relevant part of the meeting to that person.
