Oireachtas Banking Inquiry agrees document setting out purpose, scope and timeframe of inquiry

At its meeting today, Wednesday, 3rd July 2014, the Committee which has been tasked with preparing a detailed proposal for the banking inquiry, has agreed a high-level scoping document which sets out the purpose, scope and timeframe of the inquiry.

The setting up of a support working group of public servants from key institutions with knowledge and expertise in relation to the banking sector along with independent experts [including Colm McCarthy and Karl Whelan] was also agreed by the Committee. All of the independent experts are working for the Committee on a pro-bono basis.

The role of the group is to provide expert knowledge and input to the Committee in developing a relevant proposal for the inquiry for submission to the CPPs of both Houses by the Committee’s agreed target date of 17th September 2014.

Chairman Designate Ciaran Lynch TD: “The Committee has agreed a high-level scoping document which sets out the purpose of the inquiry, the scope and the timeframe. Building on the Committee’s high-level scoping document, the support group will advise on a draft inquiry framework and a draft inquiry plan for consideration by the Committee. The inquiry framework should expand on the high level scope agreed by the Committee and should identify the specific matters, key events or main questions to be inquired into; the relevant dates; the relevant persons involved; and the categories of documents and written evidence which will be required to be compelled. The inquiry plan should take account the Committee’s desire to hold public hearings in early 2015 and the timeframe for the inquiry which is a maximum of 14 months. Having regard to the overall purpose of the inquiry, the group should advise on aspects which, from a practical point of view and having regard for the time and resources available, should not form part of the inquiry framework.”
